Extent of Damage

Surface spalling confined to an impact zone is a different situation than damage that's propagated into the structural core of the wall. The first is often repairable; the second usually isn't.

Cumulative History, Not Just Current Damage

A wall section with a long history of repeated repairs in the same zone may be past the point where another repair is the right call, even if the current damage looks moderate on its own.

Location Within the Structure

Damage in a high-traffic impact zone carries different risk than damage in a rarely-engaged section, which affects how conservative the repair-or-replace decision should be.

When in Doubt, Replace

Given what's actually at stake - trainee safety under live fire - the more conservative call is generally the right one when there's real ambiguity about whether a repair will hold.
